How To Apply For Unemployment Online Or Over The Phone

If you choose to file an online application for unemployment in the state of Kentucky, you may do so 24 hours a day seven days a week through the online Unemployment Insurance claim system. While you may access the portal at any time, claims will only be submitted Monday through Friday, 7:00 am 7:00 pm. The internet claims system may be down periodically for maintenance, at which time, notice will be given. The biggest problem with unemployment insurance before the pandemic began was that it didnt reach everyone who should be eligible for it, according to Dustin Pugel, a senior policy analyst at the Kentucky Center for Economic Policy.

Pugel said only 1 in 5 unemployed people actually receive unemployment benefits.

Unemployment insurance is now available to independent contractors or self-employed. Pugel says anybody who thinks they might qualify should apply anyway through the Kentucky Career Center website.

Dont filter yourself out, let them say yes or no. Its not going to replace the entirety of your wages but its going to let you stay afloat till you get back on your feet, Pugel said.

Though this isnt cause for worry in the short-term, Kentuckys unemployment insurance pool itself is not fully funded.

U.S. Department of Labor data show that Kentuckys trust fund carries an insolvency rate of 57 percent, meaning it has enough money to cover just over half of the maximum amount of scheduled payments. Only nine states have a lower solvency rate.

That doesnt mean there wont be money available for people who need it: states can borrow money from the federal government to pay unemployment insurance once their trust funds are depleted, and Kentucky did during the Great Recession.;

The Kentucky legislature also took action to beef up unemployment benefits in Kentucky.;

Unemployment Questions Register For An In

FRANKFORT, KY; Since pandemic-related closures and restrictions caused closures and layoffs last year, Kentucky unemployment claimants have struggled to get the money they’re entitled to. The state’s career centers have been closed as well, leaving most claimants limited to online and phone services as they try to get their benefits.;

But, more than a dozen regional Kentucky Career Centers including the Paducah location ;will reopen later this month, helping claimants by appointment only. Ahead of those openings, the state will open appointment registration on Wednesday.;

Kentucky residents can start registering for appointments at 12 p.m. CT on April 7. The first round of appointment dates will be for April 15 through 30. Appointments will be available for weekdays during that time period.;

Registration for the next round of appointments will open on April 19. That round of appointments will begin on May 3.;

During career center appointments, individuals must wear masks or face coverings at all times, Gov. Andy Beshear’s office says, and temperatures will be taken before entering the building. Photo identification will be needed to enter the career center. People who do not have appointments will not be allowed into the career center.;

When appointment registration opens on Wednesday, April 7, individuals will be able to sign up at kcc.ky.gov.;

What Are The Requirements To Qualify For Unemployment Benefits In Kentucky

While the state has not issued specific advice for those who werent able to request payment when the unemployment system was taken offline, Cubbage said April 8 that “no one will lose out on their chance to request those weeks of benefits.”

Kentucky Unemployment Website Shutting Down After Massive Cyberattack

FRANKFORT, Ky – Kentuckys unemployment website will close temporarily beginning Thursday night due to a massive, sophisticated cyberattack on the UI system.

Gov. Andy Beshear and Kentucky Career Center General Counsel Amy Cubbage announced the four-day shutdown Thursday as a way to reset the system with stronger account security, including longer user PIN numbers.

While this is a big step, given that this sophisticated attack could take money that was otherwise going to Kentuckians, it is a step we absolutely have to take, Beshear said. We cant allow people to steal the states money and prevent those who are entitled to receive these dollars from getting the help they need.

The shutdown will be in effect for the public-facing website until Monday night. Claimants will not be able to file new claims or request benefits during that time. Users will be able to access the site again Tuesday morning.

Kentuckys internal unemployment system will still be operational, so claims processing will continue during the shutdown.

Claims filed after Monday can be back-dated, minimizing any interruption in the delivery of benefits.

Systems will be available on Tuesday to re-register or register for the first time through the new welcome pages at uiclaimsportal.ky.gov or through the KCC website

A letter will also go out to claimants sometime in the next day. Every claimant will have to re-register their account, as if for the first time, according to Cubbage.

Kentucky residents must meet the following requirements to claim unemployment benefits:

  • You’ve lost your income or had your hours drastically reduced through no fault of your own.
  • You must be willing to work and actively seeking work .
  • Your past earnings must meet certain standards.
  • Kentucky has waived the work-search requirement due to the COVID-19 pandemic. It has also taken the unprecedented step of opening unemployment benefits to independent contractors and self-employed workers, who are normally not eligible.

    What Do I Have To Do

    All current benefit recipients will need to register again on the states unemployment website. The state is making people re-register and create more complex passwords to better combat fraud.

    Even those who recently created an account on the state’s new public-facing claimant portal that launched in mid-March will need to go through this new registration process. Here’s how:; ;

    • Log on to uiclaimsportal.ky.gov or visit the unemployment homepage, kcc.ky.gov, to start the registration process.
    • Create a new 12-character password using a mix of letters, numbers and special characters, such as a question or exclamation mark.;
    • Claimants will need an email account. They will need to verify the email address using a process called two-factor authentication. The state will send a code to the;email address , which claimants will then need to enter during the re-registration process. The state warns that the use of the same email for multiple claims may cause problems with the state’s new security features.;
    • Use the new eight-digit PIN included in the letter that the state has mailed out.;;
    • Once successfully re-registered, review all your information and ensure its correct.

    Congress passed a previous coronavirus aid package on March 18 that provides some help for state unemployment insurance programs.;

    The legislation provides technical assistance for states that want to set up a work share program during the pandemic. It also provides $1 billion in administrative funds to the state agencies doling out insurance funds. Right now, administrative funding is tied to the previous years unemployment rates, which have been at historical lows. As a result, most state unemployment insurance programs are struggling to keep up with administrative costs.

    The legislation also provides interest-free loans to states that exhaust their unemployment insurance trust funds, and pick up the costs of extended unemployment benefits past 26 weeks.
