As a Florida employer subject to UI tax, your small business must establish a Florida reemployment tax account with the Florida Department of Revenue . Unemployed Question Last Minute Change Days Before Federal Benefits End

Floridas unemployed were facing two deadlines this week as the clock runs out on pandemic-related benefit programs and a new multi-authentication system by the Department of Economic Opportunity Thursday received mixed reviews from happy to very frustrated claimants.

Pandemic Unemployment Assistance and Pandemic Emergency Unemployment Compensation programs are both set to expire Sept. 6.

Email and text messages sent to the WKMGs Make Ends Meet team saw a blitz of frustrated men and women waiting anywhere from 30 minutes to 6 hours to crack the new DEO system and sign up.

Stacy Morris, an unemployed grocery produce broker from Zellwood, reached out to Make Ends Meet early Thursday morning and after going through a few delays she was able to set up a new account just before 6 p.m.

During a zoom interview from her home, she applauded the security protocol because of all the people who have been hacked but was critical of the last-minute system changes.

I think its frustrating because you already have a claimant account why would you have to set up a whole new one?

Later in the day, she sent an email to News 6 relieved the system finally worked: I just entered my social security number and I was able to log into the DEO web page, thank you for everything.

Morris said she will be able to apply for her weeks next Thursday.

What claimants were most concerned about is collecting back benefits after the federal deadline for emergency benefits expire on Sept. 6.

What Are The General Eligibility Requirements For Florida Reemployment Assistance Benefits

• Totally or partly unemployed.
• Have lost your job through no fault of your own. You cannot quit for personal reasons or been fired for misconduct.
• Able to work, available for work, and actively seeking work.
• Minimum amount of wages earned in the first 12 months of the past 15 months from when you file your claim for benefits. This is called monetary eligibility.
• This determination does NOT take into account specific COVID-19 related reasons for not working.
• You MUST apply for general RA benefits and get a denial before you can apply for special COVID-19 benefits under the Pandemic Unemployment Assistance program.

Contact Your Local Legislators

Some lawmakers, economists and advocates have spent months making the case to extend pandemic UI as the delta variant caused Covid caseloads to rise and job market recovery to slow.

But much of the grassroots advocacy that helped spur previous extensions didn’t see enough momentum make it to Congress this time around.

By August, the Biden administration called on states to use emergency coronavirus funds to provide additional benefits to millions of Americans who remain out of work across the country. But the majority of state labor departments confirmed they have no intention of extending or providing additional benefits on their own.

ExtendPUA has since added to its advocacy resources ways people can contact their state legislators to urge them to provide more financial and career support to unemployed constituents.

Many worker advocacy groups, including ExtendPUA, Unemployed Action and Unemployed Workers United are also putting pressure on policymakers to institute more long-term systemic reform to cover more workers and put in automatic stabilizers, like the unemployment rate, to trigger federal relief rather than letting lawmakers choose calendar dates. Labor organizations have also to include federal and state policies in its next reconciliation package to extend aid and strengthen UI systems overall.

Unemployment Benefits In Florida During The Covid

On March 11, 2021, President Biden signed into law a $1.9 trillion COVID-19 relief bill known as the American Rescue Plan . The law extended a $300 per week federal unemployment supplement until September 6, 2021. However, the state of Florida decided to end this supplement early on June 26, 2021, citing labor shortages. That means the unemployment supplement is no longer available in Florida.

ARP also extended two unemployment programs originally created by the CARES Act in March 2020: Pandemic Unemployment Assistance and Pandemic Emergency Unemployment Compensation .

Under the PUA program, self-employed workersusually excluded from unemployment benefitsare entitled to unemployment if they meet certain criteria. ARP makes PUA benefits available through Labor Day 2021, and increases the maximum duration of these benefits from 50 to 79 weeks.

The PEUC program provides for a federally-funded extension of benefits when state unemployment benefits expire. ARP increases the maximum duration of PEUC benefits from 24 to 53 weeks, with an expiry date of September 4, 2021.

Waiting Week Waiver Expiration

Under normal circumstances, a person would have to wait one week after applying for unemployment benefits before becoming eligible to receive them. Gov. Ron DeSantis signed an executive order during the pandemic waiving this rule in an effort to speed up benefit distribution.

That waiver ended on June 26, 2021.

Work Search Waiver Expiration

The most immediate impact on eligibility for unemployment benefits is the expiration of the stateâs Work Search Waiver and, for many, the requirement to register for job search assistance.

For years, law required individuals to actively pursue new work opportunities to remain eligible to receive benefits.

Gov. Ron DeSantis continued to extend the expiration of this waiver in an effort to ease the burden of returning to the workforce during the pandemic.

On May 12, Dane Eagle, executive director of the Florida Department of Economic Opportunity, announced the state would allow the waiver to lapse as business owners voiced frustration with hiring new employees.

Many business owners say theyâre struggling to hire new workers because people are “receiving more on unemployment than they would on the job,” although economists say it’s not that simple.

Federal Reserve Chairwoman Janet Yellen said the changing dynamics of the nationâs workforce is not to blame entirely on extended unemployment benefits, but rather a number of factors, including people moving to new cities, people “upskilling” into new and more stable career fields, and competition among industries that are offering higher wages, better benefits, and hiring incentives.

Im Partially Employed Because Im A Student And Work Part Time Doing Ride

You may be eligible for PUA, depending on your personal circumstances. A gig economy worker, such as a driver for a ride-sharing service, is eligible for PUA provided that he or she is unemployed, partially employed, or unable or unavailable to work for one or more of the qualifying reasons provided for by the CARES Act. For example, a driver for a ride-sharing service may be forced to quit his or her job if he or she was diagnosed with COVID-19 by a qualified medical professional, and although the driver no longer has COVID-19, the illness caused health complications that render the driver objectively unable to perform his or her essential job functions, with or without a reasonable accommodation. Similarly, under an additional eligibility criterion established by the Secretary of Labor pursuant to 2102, a driver who receives an IRS Form 1099 from the ride-sharing service may qualify for PUA benefits if he or she has been forced to suspend operations as a direct result of the COVID-19 public health emergency, such as if an emergency state or municipal order restricting movement makes continued operations unsustainable. Relatedly, widespread social distancing undertaken in response to guidance from federal, state, or local governments may so severely reduce customer demand for a drivers services as to force him or her to suspend operations, and thus make the driver eligible for PUA.

What If I Am Denied Benefits How Can I Appeal A Denial Of My Claim

You could be denied benefits for a variety of reasons, including not completing paperwork in a timely manner, not having enough wages during your base period, or being disqualified because you were fired from your last position due to misconduct, among many others.

If you are denied unemployment benefits, Florida allows you to file an online appeal, by mail, or by fax. You will have 20 days to do so from the time you receive your determination notice. After receiving your appeal, the agency will schedule a telephone hearing and an appeals referee will rule on your case. A decision will then be mailed to you.

If you disagree with this decision, you can make an appeal to the Unemployment Appeals Commission, again within 20 days after you receive your notice. Commissioners will review your information and issue another written decision.

If you disagree with the Commissions findings, you can appeal that decision to the Florida District Court of Appeal.

Small businesses across Northeast Florida are feeling the strain during the coronavirus pandemic.

Lawmakers have promised relief is on the way. Apart from that, there are a few options for businesses to continue on without having to lay off employees or close their doors, but it will cost them in the future.

Meghan Poutre has worked at Linen and Rust, a family-owned business in Orange Park, for the few years its been open. In the last week, there has been a noticeable different in the number of people coming through the door.

The farmers market right next door usually brings in a lot of customers for us, but that was canceled on Sunday, Poutre said. I knew things would be slow but I didnt realize that I would have that much time on a Sunday that I normally have on a weekday.

Poutre said shes confident, but a little uneasy.

Governor Ron DeSantis has announced two different loan opportunities for small businesses: The Florida Small Business Emergency Bridge Loan program and the U.S. Small Business Disaster Loan Assistance. Both offer either little or no interest loans but in the end they will have to be paid back.

Meanwhile, businesses are getting crafty with selling in a time of social distance.

There are a number of situations that might affect whether you can receive, or continue to receive, Reemployment Assistance benefits.

Things like quitting your job without a reason or being fired because of your own misconduct could disqualify you from benefits. You also need to be monetarily eligible, meaning you have worked enough in the recent past to qualify.

Once you start getting your benefits, they can get cut off for things like not being able and available to work or failing to show up at a mandatory reemployment services appointment.

Some jobs simply do not qualify for Reemployment Assistance, such as children under 21 years old who have been working for their parents or inmates who have been laboring under a work release program.
