  • New York State of Health’s open enrollment has been extended through at least Mar. 31 due to the COVID-19 pandemic.

If you qualify for COBRA continuation coverage because you or a household member had a reduction in work hours or involuntarily lost a job, you may qualify for help paying for your COBRA premiums .

COBRA premium assistance is available April 1, 2021 through September 30, 2021 under the American Rescue Plan Act of 2021, based on when your COBRA coverage starts and how long it can last.

When your COBRA premium assistance ends, you can enroll in a Marketplace plan with a Special Enrollment Period. If you know your COBRA premium assistance is ending September 30, 2021, you can report a âloss of coverageâ to qualify for a Special Enrollment Period starting August 1, 2021.

  • When you apply for Marketplace coverage, tell us youre losing qualifying health coverage, and provide the last day that youll have COBRA coverage with premium assistance.

Between March 1st, 2020 and May 2nd, 2020, we estimate that nearly 78 million people lived in a family in which someone lost a job. Most people in these families were covered by ESI prior to job loss. Nearly one in five had Medicaid, and close to one in ten were uninsured. The remaining share either had direct purchase coverage or had other coverage such as Medicare or military coverage .

We estimate that, as of May 2nd, 2020, nearly 27 million people could potentially lose ESI and become uninsured following job loss . Additionally, some people who otherwise would lose ESI are able to retain job-based coverage by switching to a plan offered to a family member: we estimate that 19 million people switch to coverage offered by the employer of a working spouse or parent. A very small number of people who lose ESI also had another source of coverage at the same time and retain that other coverage. These coverage loss estimates are based on our assumptions about who likely filed for UI as of May 2nd, 2020 and the availability of other ESI options in their family .

To apply for benefits, you must log in to the New York Department of Labor website.

You can also apply by calling the Telephone Claims Center at 209-8124. New York is currently offering extended telephone filing hours:

  • MondayThursday, 8:00 a.m. to 7:30 p.m
  • Friday, 8:00 a.m. to 6:00 p.m.
