Could Federal And Supplemental Unemployment Benefits Be Extended

Answering your unemployment questions

Full federal support of extended benefits, as described in the CARES Act, ends on December 31, 2020. That means both the PEUC program and the PAU program benefits will expire by years end unless Congress acts.

There is broad agreement, though, that the economy is not likely to have recovered by then.

Many businesses are still reeling from the effects of the pandemic19.4 million Americans said in September that they had not worked at all, or had worked fewer hours, over the previous month because their employer closed or lost business due to the pandemic. And the unemployment rate is still hovering just under 8 percent, more than double that of a year ago.

In a paper this August, economists from the Center on Budget and Policy Priorities said the number of weeks of unemployment benefits available to workers whove lost their income may not be enough to protect millions of Americans from running out of benefits while the unemployment rate is still high.

Both political parties do agree additional relief is needed for those who have lost income because of the pandemic. So its still possible that the Pandemic Emergency Unemployment Compensation program and the Pandemic Unemployment Assistance program benefits will be extended into 2021. Theres also bipartisan support for some level of supplemental employment benefits. Its not clear yet, though, how much relief will come from Congress or when.

How Long Can You Receive Unemployment Benefits

At the height of the jobs crisis, unemployment benefits lasted as long as 99 weeks in many states. Today, they last less than half that long in many states. The situation in Michigan, where unemployed workers will soon qualify for a maximum of about 49 weeks of benefits, helps explain the three major factors behind the reduction.

Unemployment rates are falling: The federal government offers four tiers of benefits based on a state’s unemployment rate — the higher the rate, the more weeks a state can receive. New Labor Department data this week showed Michigan’s three-month-average unemployment rate under 9%, meaning it no longer qualifies for the top tier of benefits.

What Federal Unemployment Benefits Are Available

The CARES Act created the Pandemic Emergency Unemployment Compensation program, which can provide 13 weeks of additional benefits to those whove been affected by the pandemic and exhausted their states regular benefits. Although this program is slated to expire at the end of this year, unless its extended by Congress.

Those extended benefits may then be followed by additional weeks of federally funded unemployment benefits in states with high unemployment . That can add up to a total of 59 potential weeks of unemployment benefitsdepending again on which state you live in.

    How the Government Measures Unemployment

Why does the government collect statistics on the unemployed?

When workers are unemployed, they, their families, and the country as a whole lose. Workers and their families lose wages, and the country loses the goods or services that could have been produced. In addition, the purchasing power of these workers is lost, which can lead to unemployment for yet other workers.

Addressing the issue of unemployment requires information about the extent and nature of the problem. How many people are unemployed? How did they become unemployed? How long have they been unemployed? Are their numbers growing or declining? Are they men or women? Are they young or old? Are they White, or Black, or Asian, or of Hispanic ethnicity? How much education do they have? Are they concentrated in one area of the country more than another? These statisticstogether with other economic datacan be used by policymakers to determine whether measures should be taken to influence the future course of the economy or to aid those affected by joblessness.

Where do the statistics come from?

Similarly, interviewers do not decide the respondents’ labor force classification. They simply ask the questions in the prescribed way and record the answers. Based on informationcollected in the survey and definitions programmed into the computer, individuals are then classified as employed, unemployed, or not in the labor force.

    Other Options Exist For Long

by Kenneth Terrell, AARP, Updated March 12, 2021| 0

En español | It’s been more than a year since the coronavirus pandemic exploded in the United States. That’s a milestone with serious financial consequences for the more than 3 million workers age 50 and older who have lost their jobs during this crisis.

While the rules for collecting unemployment insurance vary by state, in many of them, the maximum length of time a person can collect regular benefits is 26 weeks or roughly six months. That means many people who haven’t been able to find jobs to replace ones they lost this year are now discovering that they also are losing their unemployment benefits. But three programs can help eligible individuals continue to receive crucial financial assistance, as long as they know these options exist and take action to enroll.

Once you run out of weeks to collect benefits through your state’s regular unemployment insurance program, you become eligible for federal Pandemic Emergency Unemployment Compensation , a program that stimulus legislation created this year. When those benefits run out, you may be able to collect Extended Benefits , another federal program designed to help states during periods of high unemployment. And yet another program created by coronavirus stimulus legislation, Pandemic Unemployment Assistance , could offer you a few more weeks, once your time to collect other benefits is up.
