Unemployed New Yorkers to get extra $300 per week

Under the CARES Act and American Rescue Plan, unemployment benefits became more generous, easier to access, and longer-lasting to help mitigate the economic impact of COVID-19. These enhanced benefits were provided by three major programs that ended on Sept. 6:

  • Pandemic Unemployment Compensation : $300 per week federal supplement that has been paid in addition to full state benefits
  • Pandemic Unemployment Assistance : Benefits for workers not usually eligible for unemployment insurance, such as self-employed workers, freelancers, and other gig workers
  • Pandemic Emergency Unemployment Compensation : Assistance for those who are still unemployed after exhausting their state benefits in many states, standard unemployment insurance lasts for 26 weeks

The expiration of extra federal benefits largely doesnt affect traditional state unemployment programs. However, after Sept. 6, certain states with higher unemployment rates and smaller benefits may feel the loss of federal benefits more acutely.

What About States Ending Pandemic Unemployment Benefits Early

Several states have already announced they will be ending their participation in the federally funded unemployment programs early in a bid to encourage jobless workers to return to the workforce.

In this situation retroactive payments for any eligible claims filed prior to the states pandemic program participation date will continue to be processed and paid. Retroactive benefit payments could occur several weeks after the end date for covered weeks as states update systems to account for the end of these programs and revert back to their traditional unemployment programs/systems.

While the $600 FPUC program has now ended , with no formal extension in place due to a Congressional stalemate, it was been replaced by the Lost Wages Assistance unemployment benefits program. You can see this article for details on the now expired temporary LWA $300 weekly payment that President Trump approved in mid-August via executive order. Most states have made all payments under this program including retroactive payments.

So if you are still getting at least $100 of benefits under current and enhanced benefit programs then you should continue to certify on weekly or bi-weekly basis to receive current and retroactive $300 weekly payments. Both the payments are being administered and paid by state unemployment agencies. So you would need to contact them if you are having issues with these payments. How Does The Mixed Earner Unemployment Compensation Work

The mixed earner and unemployment compensation is meant to supplement the incomes of freelancers and gig workers who also happen to rely on traditional W-2 income.

An example of who this applies to would be a freelance photographer who buses tables on the side. Qualified applicants receive an additional $100 along with the standard $300 federal benefit.

Ohio Department Of Job And Family Services Early End To Extra $300 Weekly Benefits 2021 Pua And Peuc Extensions Remain News And Updates

The unemployment systems and payments for Ohioans is under the purview of the Ohio Department of Jobs and Family Services and is funded from the Ohio Unemployment Trust Fund. The money in the fund comes from a tax that employers pay the state. For the past year state unemployment insurance payments have been supplemented by several federally funded pandemic enhanced unemployment benefits programs that were approved across multiple COVID relief stimulus bills. How Much Will Benefits Be

Extra $300 Stimulus Unemployment Payment: Who Will Get It ...

President Trump signed an executive action Aug. 8 calling for $400 in weekly unemployment benefits to replace the $600 federal supplement that expired in late July. Unlike the $600, which was in addition to any estate unemployment aid, states would be asked to pay a quarter of the $400, or $100. But governors complained it would be difficult to find the extra money during the recession, which has hit their budgets hard.

The Trump administration then backtracked and said workers would get only $300 per week. A state wouldnt have to put in additional funds if it already pays a worker $100 a week in benefits. The Department of Labor has since given guidance that regular state unemployment will qualify as their 25% contribution. But the benefits are contingent on states applying for the aid.

This means that states have two options: Count existing benefits as a match, or kick in an additional $100, experts say. But so far, not many states have chosen the latter.

Unemployment Relief For The Self

What about the many unemployed Americans who work for themselves? The Pandemic Unemployment Assistance program is designed to issue $300 weekly payments to the many contract workers that are having a tough time finding work. Those include freelancers, part-time workers, gig workers, and other independent contractors who arent usually eligible for unemployment.

If you qualify for PUA, youll need to apply through your states unemployment office. Be prepared to submit documentation verifying that youre eligible for assistance. To qualify, you need to be able to demonstrate that you are self-employed. This verification could include documents like tax returns, a business license, or client invoices.

Unemployed workers who combine freelance work with a W-2 job could qualify for an additional $100 each week. If you think you meet the qualifications, contact your state unemployment office for instructions.

Do I Have To Pay Taxes On Unemployment Compensation

Normally yes. Unemployment benefits are considered taxable income by the Internal Revenue Service . That means unemployment benefits are always subject to federal taxes, but state taxes on the benefits vary depending on the state where you live.

However, as part of the stimulus package, the federal government is forgiving taxes on up to $10,200 of unemployment benefits earned in 2020 for individuals earning less than $150,000.

If you already filed your 2020 taxes, you dont need to amend your return. The IRS is adjusting qualifying returns automatically in two phases. Nearly three million refunds were sent the week of June 7, and another batch of refunds is expected to be distributed later in June. The IRS will send a mailed letter to anyone whose return has been adjusted.

If you havent yet filed your 2020 tax return, If you filed for benefits in 2020, your state should mail you Form 1099-G, Certain Government Payment, which will include your total unemployment compensation received during the year. Youll use this form to determine how much to adjust your tax return calculations in order to get the tax break.

$300 Bonus Unemployment Checks: How Many Are Left What You Should Know

The extra federal unemployment insurance payments are set to expire soon, but some recipients may need to pay taxes on the money.

More federal unemployment checks are still coming.

Editors’ note: On Thursday, President Joe Biden signed his American Rescue Plan that will extend unemployment bonus checks to Sept. 6. This article refers to the payments established in the relief package passed in December. We refer you to the article about the unemployment provisions in the American Rescue Plan for the latest information.

March 14 will be the last day for bonus unemployment checks unless President Joe Biden’s $1.9 trillion COVID-19 relief plan gets through Congress before. It already passed the House of Representatives and is currently in the Senate where the provisions such as a third stimulus check, Child Tax Credit and the eviction moratorium are being debated on.

Friday saw some changes to the extension of unemployment benefits. The House bill called for $400 bonus checks to last until the end of August, however, because the Senate will be adjourned during that period, there was a plan to extend the payments at a lower amount. Instead of $400, the new plan would drop the bonus checks to $300 and have them expire on Sept. 6. This plan has yet to be passed by the Senate and could still change before it’s added to the relief bill.

Backdated Payments With Pua Claims

Several readers have asked if the $600 payment will be back dated for those who become eligible for state unemployment benefits under the PUA program. While this is subject to the different timelines of the PUA and FPUC programs, generally speaking if you qualified for the PUA program between early April and the end of July, you would be eligible for FPUC benefits per the dates shown below. This includes backdated payments for weeks you were eligible. In most states backdated PUA and FPUC payments will be paid in one lump-sum one to two weeks after you receive your first payment of eligible state UI benefits.

Florida To End Extra $300 Per Week Unemployment Benefit

The move goes into effect on June 26.

TALLAHASSEE, Fla. – The Florida Department of Economic Opportunity says the state will stop participating in the Federal Pandemic Unemployment Compensation program, meaning the extra $300 per week unemployment benefit will end. This move ending the supplemental benefit takes effect on June 26, 2021, and is part of DEOs Return to Work initiative.

DEO says total private-sector jobs in Florida increased by 18,800 in April and there are more than 460,000 job postings online for those looking for work.

Florida will continue participating in other federal reemployment benefit programs, such as the Pandemic Unemployment Assistance, Pandemic Emergency Unemployment Compensation and Mixed Earners Unemployment Compensation. Those other federal benefit programs will expire on Sept. 6, 2021.

Some are arguing that the ongoing delays in Congress passing a new stimulus bill that includes UI benefits extensions may mean a lapse or extended delay in 2021 payments even if a bill is passed in the next week or two. Based on the challenging rollout of other Pandemic unemployment programs this year, worker advocates say it could take weeks for the antiquated state unemployment systems and programs to get updated and process claims/payments for new benefits.

With Democratic candidate Joe Biden winning the Presidential election and Senate Republicans likely to retain control of the Senate , the probability of a stimulus package containing supplementary unemployment benefits happening this year is very remote as Trump and the Democrats have no political incentive to compromise. This means current and retroactive payments under the CARES act enhanced unemployment programs will expire at the end of the year. Further, it is also highly likely that the next stimulus package will be much smaller and more focused. This means any supplementary unemployment benefits will be in the $300 to $400 range and for a short period . More details will come soon and I will post updates as that happens.

History Of Fpuc Authorization And Funding

As noted, additional unemployment benefits of $600 per week were originally authorized by the CARES Act through July 31, 2021. This was followed by the Lost Wages Assistance program, authorized by an Aug. 8, 2020, presidential memo and subsequent Department of Labor guidance.

LWA funds, which were expected to last from Aug. 1, 2020, to Dec. 27, 2020, were depleted by Sept. 5, 2020. The signing of the Consolidated Appropriations Act of 2021 into law on Dec. 27, 2020, restarted the FPUC program and authorized $300 FPUC payments beginning after Dec. 26, 2020, and ending on or before March 14, 2021.

The American Rescue Plan Act of 2021, which became law March 11, 2021, extended FPUC payments through Sept. 6, 2021. ARPA also provided a waiver of federal income taxes on the first $10, 200 in unemployment benefits received in 2020.

According to the U.S. Department of Labor, regular unemployment benefits replace about 38% of a worker’s wages, on average.

The additional weeks of benefits are provided through the Response and Relief Act and will be available to individuals who previously collected state or federal unemployment compensation but have exhausted those benefits.

Individuals eligible for PEUC benefits will receive the same amount of unemployment compensation he or she received in previous weeks in addition to the $300 in weekly Federal Pandemic Unemployment Compensation .

No individual will be eligible to receive FPUC after April 5, 2021.
