Pennsylvania Department of Labor & Industry Secretary Jennifer Berrier issued a reminder Tuesday that federal unemployment benefit programs like Pandemic Emergency Unemployment Compensation, Pandemic Unemployment Assistance, and Federal Pandemic Unemployment Compensation will end Sept. 4.

The federal unemployment benefit programs that helped many workers during the most difficult days of the pandemic will soon end, Berrier said in a press release. We encourage those receiving these temporary benefits to prepare for this change. L& I is working with its partner agencies and organizations to help identify programs and support services to help Pennsylvanians with this transition.

Pennsylvania’s unemployment compensation program and those receiving benefits from it are unaffected, Berrier added.

The federal pandemic-related unemployment programs set to end on Sept. 4 include:

Pandemic Emergency Unemployment Compensation

PEUC provided additional weeks to individuals enrolled in the Unemployment Compensation program. When PEUC ends Sept. 4, UC will revert to providing up to 26 weeks of unemployment benefits to eligible individuals. Those who have exhausted their 26 weeks of UC benefits will cease to receive benefit payments for weeks of unemployment after Sept. 4 under that claim.

What About States Ending Pandemic Unemployment Benefits Early

Several states have already announced they will be ending their participation in the federally funded unemployment programs early in a bid to encourage jobless workers to return to the workforce.

In this situation retroactive payments for any eligible claims filed prior to the states pandemic program participation date will continue to be processed and paid. Retroactive benefit payments could occur several weeks after the end date for covered weeks as states update systems to account for the end of these programs and revert back to their traditional unemployment programs/systems.

While the $600 FPUC program has now ended , with no formal extension in place due to a Congressional stalemate, it was been replaced by the Lost Wages Assistance unemployment benefits program. You can see this article for details on the now expired temporary LWA $300 weekly payment that President Trump approved in mid-August via executive order. Most states have made all payments under this program including retroactive payments.

So if you are still getting at least $100 of benefits under current and enhanced benefit programs then you should continue to certify on weekly or bi-weekly basis to receive current and retroactive $300 weekly payments. Both the payments are being administered and paid by state unemployment agencies. So you would need to contact them if you are having issues with these payments. Covid 19 Enhanced Benefits And Payment Issues

Under the CARES act, there are three types of federal unemployment assistance now available:

Pandemic Unemployment Assistance : expands eligibility for individuals who are typically ineligible forUnemployment benefits, for example independent contractors, and self-employed and gig workers. In general, PUA provides up to 39 weeks of unemployment benefits.

Eligible, approved claimants who have no issues with their claim will receive their very first PUA payment whether its the backdated lump sum payment or a regular weekly payment within one week or less after filing their first certification. Claimants will receive their regular weekly payments within three business days after filing their weekly certification. Questions about your claims should be emailed to . You should expect to receive a response within 7 days. This email address is for PUA questions only. Any emails unrelated to PUA will not receive a response.

Note PUA claimants will notice a federally-required change in the weekly claim application for benefits, which was added to Pennsylvanias PUA application on Friday, June 12. The U.S. Department of Labor requires individuals to certify for each week of PUA benefits claimed that they are unemployed for at least one of the valid COVID-19 reasons that cause their job loss.

Cox said the legislation needs to pass because the federal unemployment programs are paying people “to sit at home.”

Under Cox’s proposal, the state will end participation in the Federal Pandemic Unemployment Compensation program, which provides the extra $300 a week. That extra benefit would end within a week of the bill’s passage, he proposes.

Why Did Benefits End Early In So Many States

Citing labor shortages in the spring, 26 state governors claimed pandemic-related unemployment benefits were producing limited incentives for workers to take jobs. Many economists and analysts disagreed, highlighting several factors that prevented people from finding suitable work, including low wages, lack of health care, inadequate child care and fear of contracting COVID-19.

With unemployment claims still fluctuating as the economy struggles to return to pre-pandemic “normalcy,” reports are showing that the early cancellation of the federal programs had little impact on labor markets. A recent JP Morgan Chase Institute study confirmed that states that ended supplemental unemployment insurance programs during the summer saw a limited impact on job growth.

According to an August report by the Century Foundation’s Andrew Stettner, “Politics, not economics, drove the attack on unemployment insurance.” The states that cut off the enhanced benefits before the federal expiration were mostly Republican-led.

Arkansas, Indiana and Maryland were slated to cut off benefits early, but successful lawsuits forced those states to preserve the federal coverage, at least temporarily. In issuing their rulings, judges noted that the ending of benefits made it harder for the unemployed to afford basic needs. Lawsuits were also filed against state governors elsewhere, which were either denied by judges or are still held up in the courts.

When Will The Extra $300 Weekly Fpuc Unemployment Stimulus End In My State

The Biden ARP stimulus bill continued the supplementary $300 Federal Pandemic Unemployment Compensation payment that was already in place for another 25 weeks. In most states this will cover the benefit weeks ending March 20th, 2021 to September 4th, 2021. However per the table below many states are ending this payment much earlier than planned.

Eligibility criteria is the same as earlier FPUC payments where the claimant has to be getting $1 from any underlying regular state or federally funded unemployment benefit program during the 25 week coverage period. Any payments will be retroactively caught up for eligible weeks.

HARRISBURG, PA Pennsylvania lawmakers are moving forward with legislation that would end the state’s participation in three federal unemployment programs, including one that provides $300 a week of extra benefits.

The bill, introduced by Rep. Jim Cox, will end Pennsylvania’s participation in federal unemployment programs “that are putting the brakes on our economic recovery,” the Republican from the 129th District wrote in a legislative memo.

House Bill 508 has passed through the House Labor and Industry Committee. A full floor vote has not yet been scheduled.

Enhanced Child Tax Credit

The Enhanced Child Tax Credit, which began in July, will continue to provide parents of eligible children up to $300 a month per child through December. According to the Department of Treasury, $15 billion in advance tax payments, impacting 61 million children and their families, were sent in August.

A $3.5 trillion budget plan released by Democrats last month would extend the credit beyond this year, and they plan to pass it through reconciliation a legislative process that doesnt require support from Republicans if every Democrat in the Senate supports the bill.

Tenants struggling with rent now have another month to catch up, thanks to an eviction moratorium now extended through the end of January. In Philadelphia, evictions were already paused through the end of the year.

The U.S. Department of Housing and Urban Development issued its own moratorium on Monday that prohibits evictions and foreclosures on homes with mortgages backed by the Federal Housing Administration through February.

Starting Jan. 1, the stimulus bill also increases monthly benefits provided by the Supplemental Nutrition Assistance Program formerly known as food stamps by 15% for six months.

Amanda Ewing, of Finleyville, said she hasn’t received her unemployment check in nearly three weeks and can’t get anyone on the phone to give her a reason.

“I’ve been calling close to 2,000 times a day trying to get through,” said Ewing.

Ewing is one of many who said they are missing their checks and can’t get through for help.

According to the Pennsylvania Department of Labor & Industry, there are several reasons for the delay, depending on the situation.

Gig workers, freelancers, and self-employed people in Pennsylvania can now file for benefits again.

Pandemic Unemployment Assistance has returned, and the automatic weekly $300 boost along with it. Commonly known as PUA, the CARES Act program had expired at the end of December.

Eligible recipients in Pa. can file for 11 weeks worth of unemployment compensation, which can be applied for retroactively back to the beginning of January.

Applications are open from Jan. 22 to 29. People who filed for PUA last year can expect to start receiving payments by as early as Tuesday, Jan. 26, according to Pa. Department of Labor and Industry spokesperson Sarah DeSantis. Itll take a little longer for new filers.

The extra $300 payment, automatically added to your account once youre approved, should arrive about a week later.

We know Pennsylvanians and their families are relying on these PUA benefits to get through this terrible pandemic and have worked as quickly as possible to complete the implementation and resume payments, acting L& I Secretary Jennifer Berrier said in a release.

When youre approved for PUA, youll automatically get the extra boost, known as Federal Pandemic Unemployment Compensation, or FPUC.

How Do The $300 Unemployment Benefits Work

Anyone getting state unemployment has been getting the federal money since the CARES Act passed in March of 2020. But the federal bonus was $600 in that original COVID-19 relief package.

That expired in July of 2020 and was replaced by a $300-a-week federal bonus. President Donald Trump signed a bill in December that extended that program through March 14, 2021.

ARPA essentially picks up where the last bill left off. As with the previous benefits, you must be unemployed because of COVID-19 and, depending on where you live, you may need to complete regular work search requirements to remain eligible.

You need to apply for the extra benefits through your states website. That has proven a challenge in many states where antiquated computer systems were overwhelmed and started wheezing like a 1988 Chrysler LeBaron with 593,842 miles on the odometer.

Those problems have been mostly resolved, though a little patience might still be called for. New applicants will need to provide income and unemployment records.

ARPA allocated $300 billion for unemployment payments, but the Labor Department warned it might take a few weeks for states to tweak their computer systems to account for the extension.

The period between March 14 and Sept. 6 spans 25 weeks. If the payments were to pick up immediately, thats $7,500 extra in federal money for individuals. ARPA also increased the maximum period of benefits from 50 weeks to 79 weeks.

There Is Limited Evidence That Pandemic Ui Is Holding Back Job Creation

Outside of the minimum wage, the employment incentives of unemployment insurance have been one of the most studied issues in microeconomics. Unemployment benefits have a modest impact on the length of unemployment, with recent studies finding very modest elasticities between increases in unemployment benefit rates and the length of time unemployed. This includes a close comparison of neighboring counties in states that had access to ninety-nine weeks of unemployment during the great recession and those that did not. Careful economic research during the pandemic found that major changes in pandemic unemployment compensation, first from $600 to $300 in September, and then from $0 to $300 in January, had little impact either way on job finding rates. In particular, these studies contradict the conventional wisdom that non-college graduates and those getting the biggest boost in UI would be incentivized to stay home from work. For many, the COVID-19 pandemic has represented a uniquely temporary economic downturn. Transitory economic and public health barriers are driving many into unemployment and it is changes in these factors, not UI, that are largely driving the trend. To the extent that there are pockets of worker shortages, such as in the restaurant sector, its good news that employers are being forced to raise wages after months of reduced tips and high risks of infection from COVID-19 drove many away from these jobs.
