If I File For Unemployment Insurance Benefits When Will It Become Effective And When Will I Receive My First Check
Although circumstances may vary, individuals should expect their first payment about three weeks after they file their claim. Subsequent payments are released every two weeks after the individual certifies. The day or time of day in which a claim is filed will not impact whether a worker receives benefits or their benefit amount. Claims will be back-dated to reflect the date in which a claimant was laid-off or let go from their job due to COVID-19.
Claimants must certify every two weeks that they are eligible for benefits. After the first certification they will receive their payment in about 2-3 days, but can vary depending on circumstances. Certification can be done using a persons MIWAM account and/or by phone by MARVIN.
Setting Up Direct Deposit For Unemployment Benefits

Direct Deposit Enforcement Position
The payment of wages by direct deposit is a recognized form of payment as stated in 13 NCAC 12.0309, Form of Payment of Wages:
G.S. 95-25.6 and G.S. 95- 25.7 do not require a specific form of payment. Therefore, the employer may select any legal form of payment, so long as payment is made in full on the designated payday, subject to authorized deductions and legal withholdings. Acceptable forms of payment include cash, money order, negotiable checks, and direct deposit into an institution whose deposits are insured by the United States government or an institution selected by the employee.
It is entirely up to the employer to pay or not to pay some or all of its employees by direct deposit. An employer can make the payment of wages by direct deposit as a condition of employment without violating the Wage and Hour Act. If direct deposit is the only option offered the employee, the employees must be able to choose their own financial institution. If direct deposit is used in conjunction with the use of a payroll card account, an employer can require the payroll card account to be with a particular financial institution as long as deposits in that institution are insured by the U.S. government, and as long as regular direct deposit is offered to any financial institution of the employee’s choice.

Are Weekly Claim Certifications Required In North Carolina
Yes. To continue to receive benefits each week, you must certify your claim. You can do this online at the DES website or file by telephone by calling 888-372-3453.
You must follow these NC Unemployment guidelines:
- For North Carolina unemployment eligibility, the earliest you can file a weekly certification is on each Sunday. The questions you will need to answer will cover the prior seven-day period of Sunday through Saturday.
- You must file your North Carolina weekly claims within 14 days from the week ending date that you are claiming. For DES purposes, the week begins on Sunday and ends on Saturday.
- If you do not file within that 14 day period, you will not be able to claim benefits for that week. You will be required to reopen your claim and serve another unpaid waiting week.
- If you use the telephone to file your claim and the last number of your Social Security number is an odd number, you will need to call in and file your claim on Monday for each week. If your Social Security number ends in an even number, you will need to call in on Tuesday. If you miss either of these days, you can also call in on Wednesday through Sunday.
- The hours to file your claim by both computer and by telephone are 8 am to midnight.

Why Are My Benefits Initially On A Debit Card And Not Immediately Established As A Direct Deposit
The debit card allows benefits to be paid to claimants who do not have a bank account and eliminates the need for the EDD to request and maintain bank account information for each claimant. Advantages of the debit card include: ease of use, increased security, and efficient delivery of Disability Insurance, Paid Family Leave, and Unemployment Insurance benefit payments.
You may choose to transfer some or all of your benefits to your checking or savings account by performing a direct deposit transfer. Information regarding direct deposit transfers is available on the debit card page.

When And How Will I Be Paid My Weekly Unemployment
The North Carolina DES uses a debit card as the default method to make UI benefit payments more secure and convenient for claimants. Users have access to their benefits 24 hours a day, 7 days a week through Bank of America, which administers the program, or anywhere that Visa debit cards are accepted. You do not need to have a bank account as the debit card is separate from any particular existing bank account you may have.
Claimants who do not want to use a debit card have the option of choosing to have their benefit payments directly deposited into their own existing checking or savings account at any participating bank, savings and loan or credit union. Direct deposit is confidential, automatic and convenient and allows you to withdraw cash on the same date that payments are made to your account.
