How Do I Apply

To receive unemployment insurance benefits, you need to file a claim with the unemployment insurance program in the state where you worked. Depending on the state, claims may be filed in person, by telephone, or online.

• You should contact your state’s unemployment insurance program as soon as possible after becoming unemployed.
• Generally, you should file your claim with the state where you worked. If you worked in a state other than the one where you now live or if you worked in multiple states, the state unemployment insurance agency where you now live can provide information about how to file your claim with other states.
• When you file a claim, you will be asked for certain information, such as addresses and dates of your former employment. To make sure your claim is not delayed, be sure to give complete and correct information.
• It generally takes two to three weeks after you file your claim to receive your first benefit check.

Before You File A Claim

• The fastest and most efficient way to apply for unemployment benefits is to create an online account and file online at des.nc.gov.
• If youre temporarily out of work or your working hours have been reduced due to COVID-19, choose coronavirus as your reason for separation when filing your claim.
• Remember, you must complete a Weekly Certification for every week you are filing for benefits. Sign into your online account to complete your Weekly Certifications.
• Your eligibility and amount of benefits cannot be determined until after you file your claim.

Note: Once you receive confirmation the quarterly report is filed, you will be given an option to print the report. The End Of Federal Pandemic Unemployment Benefits

The NC DES has confirmed that claimants on the PEUC, PUA, MEUC and FPUC programs will file/certify for benefits for the last time covering the week ending September 4, 2021. Any active claims, with or without remaining balances, will expire after this date and no benefits will be paid .

While there has been a lot of discussion around extending pandemic unemployment benefits, the Biden administration has confirmed that states will have to use already allocated stimulus funding to expand or extend traditional state unemployment programs. The DES has not indicated that is planning to do so at this stage, but I will post updates if things change.

Some claimants may be eligible for theState Extended Benefits benefits, but after September 4th all claimants must have a regular UI claim to continue receiving benefits.

Any pending claim payments will be processed retroactively after September 4 if you are later determined eligible and you did not receive conditional payments.

North Carolina Eligibility Requirements

Unemployment insurance recipients in North Carolina must meet the following criteria in order to qualify for benefits:

• Recipients must have lost employment through no fault of their own.
• Recipients must have earned sufficient wages during the base periodthe first 12 months of the 15 months prior to filing a claim.

Unemployment Program Extensions Under Covid Relief Bill

The $900 billion COVID-19 relief package was passed into law on Dec. 27, 2020, which among several other pandemic relief measures extends and provides additional federal funding for enhanced unemployment benefits. This includes the Pandemic Unemployment Assistance , Pandemic Emergency Unemployment Compensation and a reinstatement, but halving of the Federal Pandemic Unemployment Compensation Program which provides a $300 supplemental weekly unemployment payment.

These programs have been funded and extended for 11 weeks , covering the weeks of December 27th, 2020 to April 5th, 2021 . To receive FPUC benefits, you must be receiving regular UI, PEUC, EB, or PUA.

UI claimants with existing or expired claim balances should be aware of the following:

• PUA and PEUC, FPUC will be automatically added to the claimants benefits if they are eligible for the weeks outlined in the new legislation.
• Claimants who will have additional weeks in UI and PUA or PEUC due to state provisions should watch their state agency UI portal or website for updates that will allow additional weeks to be filed
• Claimants with weeks remaining in UI should continue to file weekly claims if their state UI systems have been updated for the extended coverage period.
• Claimants will receive retroactive payments for all weeks they are eligible.
• Claimants currently receiving benefits through the Extended Benefits program must finish all weeks of EB before receiving additional weeks of PEUC.

If you do not have an Employer Tax Account Number , you can apply for one here. After you apply, you will receive two pieces of mail: one with your seven-digit EAN, and one with your six-digit PIN. This may take four to six weeks.

You can then use the seven-digit EAN and six-digit PIN to create an online account at des.nc.gov to manage your unemployment tax information and respond to unemployment claims.

If you have an EAN, but do not remember your username and/or password, do not apply for another EAN. Sign in by entering your username and selecting I forgot my password/reset password. RALEIGH, N.C. The NC Department of Commerce reports the North Carolina unemployment rate dropped to 3.9% in January after seasonally adjusted numbers were released.

The rate is .2% lower than in December. The national rate increased .1% to 4.0% overall.

According to the NC Department of Commerce, North Carolinas unemployment rate decreased 1.6 percentage points from a year ago. The number of people employed increased 25,124 over the month to 4,809,793 and increased 179,320 over the year. The number of people unemployed decreased 9,594 over the month to 197,469 and decreased 70,319 over the year.

Seasonally adjusted Total Nonfarm employment, as gathered through the monthly establishment survey, increased 4,100 to 4,660,200 in January. Major industries experiencing increases were Professional & Business Services, 3,400 Construction, 2,900 Financial Activities, 2,700 Education & Health Services, 1,100 and Information, 100. Major industries experiencing decreases were Trade, Transportation & Utilities, 2,300 Other Services, 2,000 Government, 1,200 Leisure & Hospitality Services, 500 and Manufacturing, 100. Mining & Logging employment remained unchanged.
