Secure Online Internet Application
This option allows you to upload your file to us using a secure online Internet application.
Follow the steps previously outlined to create a User ID and Password and login in to your account. You will be on a page called the Employer Service Provider Home. On that page you will find an option to upload your contribution tax report file.
The file uploaded will be checked immediately to see if it is in a valid file format. If the file passes the valid file format check each report in the file then goes through a detail review. Only reports that pass the detailed review can be processed.
All reports that do not pass the detailed review will not be processed. An error report will be provided to the Service Provider listing all reports that cannot be processed along with a reason that they cannot be processed.
Reports that pass the detail review are treated as being received by the department the day they were uploaded by the ESP.
If payment amount is included in position 65-74 of the file, the department must receive payment for the reports without errors from the ESP before those reports can be processed. See “Payment Instructions for Uploaded Files“.

The State’s Unemployment Compensation Process Has Been Updated With A New Online Portal That Went Live This Week But Some Residents Are Having Issues With The System
Pennsylvania residents looking to access the states new Unemployment Compensation system will need to use a personal identification code known as their Keystone ID to do so. Anyone without one will be required to create one the first time they log on to the online portal.
The previous, 40-year-old legacy system has been replaced with a new computer system and the Keystone ID will replace the UC Personal Identification number which was previously used to file for the biweekly benefits.

The Keystone ID will provide a single, secure way to access a variety of state-organised resources using the same online system.
If you do not yet have one, simply use the states New User online portal to create your account. From here simply fill in your personal details and you will be issued with a Keystone ID with which you can log into your account.

Uploading A File Of Tax Reports
The department no longer accepts files on magnetic media. Tax Reports can be uploaded to the department in one of two ways.
- You do not need access to the employer’s Unemployment Insurance account to upload a file of tax reports.
- All payroll reported for an account for a specific quarter and year must be included in one report for that account.
- Files uploaded must not be compressed or zipped files.
- You may upload multiple files. All reports do not need to be in one file.
- Each file uploaded is treated independently of any other file uploaded.
- There is no minimum number of records that must be in each file.
- When submitting a file of contribution tax reports, the file must be in the correct file format in order for it to be accepted. See Contribution Tax Report Layout For Electronic Reporting.
- All reports uploaded are checked for errors that would prevent the processing of the report. Any report that contains errors is not considered a valid report and will not be processed. If a report uploaded is not valid it will be reported on an error report along with the reason the report was not valid. When Does A Business Become Subject To State Payroll Taxes
Generally, a business becomes subject to state payroll taxes upon paying wages over $100 in a calendar quarter to one or more employees. Wages consist of compensation for services performed, including cash payments, commissions, bonuses, and the reasonable cash value of noncash payments for services.
Once subject, an employer must register with the EDD within 15 days of becoming a subject employer.
Examples of when a business becomes subject:
- A sole proprietor hires an employee during the month of March at a wage of $75 per month. The employer is subject effective April 1 since the employer did not pay the employee over $100 during the first quarter of the year but will pay over $100 during the second quarter .
- A corporation operates without any employees except for the corporate president. The corporation is an employer and is required to register if the corporate president is paid wages of over $100 in a calendar quarter.
- A two-person partnership operates a business in which each partner draws a salary of $1,000 during the first quarter of the year. When one partner goes on vacation, an employee is hired and paid $95 during the quarter. The partnership is not required to register as an employer since partnership draws are not considered wages and the employee who was hired did not receive wages of over $100 in the calendar quarter.

Validation Test Environment For Uploading Files
The department has a test environment available for both the Secure Online Internet Application and Unattended Application to Application file upload. The test environment will validate that the file you uploaded is in the correct file format. The test environment will also review each report uploaded to insure that it is a valid report. If a report uploaded is not valid it will be reported on an error report along with the reason the report was not valid.

Who Needs An Ein
The EIN is needed for Michigan businesses that are either:
- Registered as a partnership, corporation, or multi-member Limited Liability Company, or

The EIN is optional for sole proprietorships and single-member LLCs without employees. Those business entities will use the owners social security number or Individual Taxpayer Identification Number . Finding An Employer’s Ein
Both W-2 and 1099 forms usually include a business’s EIN, according to Turbo Tax. The nine-digit number with a dash between the second and third digits is usually right above the employer’s name or below their address on most income tax forms. If an EIN doesn’t exist on the employee’s current tax form, they can contact their former employer and ask for it through their company’s payroll, HR or accounting departments.
Employees can also find this information on an older tax form if the business kept the same EIN. The IRS does not retrieve EINs for anyone requesting them with the exception of an authorized employee or business owner. Those with authorization can contact the agency’s customer service line, give the IRS the applicable information and receive the EIN.
