How Do I Apply For Pua
The process will vary from state to state, but start by filing a claim with your state’s unemployment insurance program. You can file in any state in which you’ve worked, so it’s worth checking the benefits of each state when deciding where to file. If you’ve worked in multiple states, contact your resident state’s unemployment agency to learn how to file for benefits in other states.

You may be eligible for PUA, depending on your personal circumstances. A gig economy worker, such as a driver for a ride-sharing service, is eligible for PUA provided that he or she is unemployed, partially employed, or unable or unavailable to work for one or more of the qualifying reasons provided for by the CARES Act. For example, a driver for a ride-sharing service may be forced to quit his or her job if he or she was diagnosed with COVID-19 by a qualified medical professional, and although the driver no longer has COVID-19, the illness caused health complications that render the driver objectively unable to perform his or her essential job functions, with or without a reasonable accommodation. Similarly, under an additional eligibility criterion established by the Secretary of Labor pursuant to 2102, a driver who receives an IRS Form 1099 from the ride-sharing service may qualify for PUA benefits if he or she has been forced to suspend operations as a direct result of the COVID-19 public health emergency, such as if an emergency state or municipal order restricting movement makes continued operations unsustainable. Relatedly, widespread social distancing undertaken in response to guidance from federal, state, or local governments may so severely reduce customer demand for a drivers services as to force him or her to suspend operations, and thus make the driver eligible for PUA.

Paying Your Ei Premiums
After you register for this program, youll be responsible for paying premiums when you file your income tax return each year.
Youll pay premiums based on your self-employed income for the entire calendar year, starting the year you register.
The Canada Revenue Agency will confirm the amount of your premiums based on the self-employed income you report on your tax return.
If youre a shareholder of a corporation where you work as an employee and you control more than 40% of that corporation’s voting shares, your premiums are based on your employment income.

Us Department Of Labor Provides Additional Guidance To States On The Federal Pandemic Unemployment Compensation Program
WASHINGTON, DC The U.S. Department of Labor today a series of responses to specific inquiries and questions raised by states regarding the Federal Pandemic Unemployment Compensation program. Section 2104 of the Coronavirus Aid, Relief and Economic Security Act authorizes the FPUC program, and provides an additional $600 weekly payment boost to certain eligible individuals who are receiving other qualifying benefits. Todays guidance provides states with answers to important questions they may have about FPUC and provides further administrative guidance about the program.
With all 50 states and two territories already providing this important benefit to eligible claimants, we hope todays guidance assists these states and territories in continuing to faithfully execute this program during this challenging time, said Assistant Secretary for Employment and Training John P. Eligibility For Unemployment Benefits While Working In Self
Eligibility is determined on a weekly basis. You may be eligible for benefits some weeks while working in self-employment and not others.
To be eligible for benefits for any week, you must meet three requirements:
- Work less than 32 hours and earn less than your weekly benefit amount.
- Look for a job as an employee by making diligent efforts to find job openings and contact potential employers. Seeking clients for your business does not count.
- Be willing to rearrange or quit self-employment activity if it interferes with accepting employment under the conditions normal for your usual occupation: work schedule, wages, commute, etc.
Even if you meet the above requirements for a week, the system will deduct 50 percent of your earnings from your benefit payment.

Youll pay $1.58 for every $100 you earn, to a maximum of $889.54 in 2021.
If youre a resident of Quebec, youll pay $1.18 for every $100 earned, to a maximum of $664.34 in 2021.

What Do You Need To File A Claim
In most states, self-employed or 1099 workers will need to provide the following information when applying for unemployment benefits:
- Name, full mailing address, and phone number.
- Driver’s license or state ID number.
- Social Security or Alien Registration number and drivers license number.
- Proof of income, which can include 1099 tax forms, 1099 pay stubs, Form 1040 tax returns and tax returns.
- Bank account number and routing number for direct deposit of benefits.

Transform Milwaukee Jobs is a program that provides jobs to unemployed Milwaukee residents who are not involved with the Wisconsin Works program.
The portion of the program for adults is housed in UMOS. To get involved, contact Alba Baltodano at or call 414-389-6331.
The Wisconsin Works program offers jobs for low-income parents and pregnant women. The program can help connect applicants with jobs and training opportunities as well as assist them in getting housing and applying for other resources.

Appealing A Wisconsin Unemployment Benefits Decision
If the State initially determines the worker is not entitled to benefits, the worker may appeal to an Administrative Law Judge for a hearing. The burden will then be on the worker to show the judge that they are entitled to benefits. Meanwhile, if the State determines the worker is entitled to benefits, the employer may appeal, resulting in the same type of hearing.
The deadline to appeal an initial determination is just 14 days, so workers should appeal a negative determination as soon as possible. You do not need an attorney to file an appeal, and you can still contact our attorneys for representation after filing an appeal on your own if the deadline is approaching.
Workers should also be aware that the State has been aggressive in reopening initial determinations in recent years. Employers are now permitted to submit extra information to the State up to two years after the initial determination, which can result in the State claiming that workers owe back some or all of their Unemployment benefits. In those instances, a worker may again appeal, and once again go to a hearing before an Administrative Law Judge.
