In most states, legal permanent residents are eligible for Medicaid if they have been in the U.S. for at least five years. However, many states choose to cover lawfully residing children and pregnant women without the five-year wait . Additionally, Medicaid covers emergency services for immigrants who are otherwise eligible .

What To Do If You Don’t Qualify For Medicaid

If you don’t qualify for Medicaid, you can possibly get subsidized health care through the Obamacare marketplaces during a special enrollment or open enrollment period. Americans who make between 100% and 400% of the FPL qualify for a premium tax credit that can significantly lower the cost of a plan.

Federal open enrollment for 2019 health care plans ended on Dec. 15, 2018, though some state exchanges are open longer and Nevada sells health insurance all year round. Learn 2020 open enrollments dates by state. Healthcare.gov, the federal exchange, usually opens from November 1 to December 15 each year.

If you can’t find affordable health care on your marketplace during open enrollment, you have a few back-up options.

These include:

Short-term health insurance: Originally designed to prevent short-term health insurance gaps, these plans are cheaper, but much less comprehensive than traditional coverage. They don’t have to cover Obamacare’s ten essential benefits or pre-existing conditions. Following changes by the Trump administration, short-term health plans can last from three months to potentially three years.

Limited benefit plans: These plans cover a very small portion of the costs associated with certain “medical events”, like a doctor’s visit or ambulance ride. Both the number of events and dollar amounts covered are capped.

How To Apply For Medicaid

If youâre eligible for Medicaid, you can apply all year round through your state’s Medicaid website or HealthCare.gov, the federal health insurance marketplace. If you apply for Medicaid through Healthcare.gov and it looks like you qualify, the federal government will notify your state agency, which will contact you about enrollment. States also generally let you print out paper applications you can mail, fax or return directly to your local government office.

To complete your Medicaid application, you will likely need to provide documentation that you meet your state’s requirements. This documentation may include:

  • Your birth certificate or driver’s license to serve as proof of age and citizenship

  • Recent pay stubs or tax returns to serve as proof of income

  • Copies of bank statements

  • Proof of address, which could include a lease, utility bill statements or a copy of your mortgage

  • Medical records to serve as proof of disability

States have 45 days to process your Medicaid application. They have 90 days if eligibility is tied to a disability . If you don’t qualify for Medicaid, you might be able to get subsidized health insurance through Healthcare.gov. However, only certain life events allow you to apply for a marketplace health care plan outside of open enrollment, which takes place from Nov. 1 to Dec. 15 each year.

People who are currently enrolled in Medicaid or CHIP cannot be removed from the program during a declared public health emergency. Families already paying a premium for CHIP who have lost income should call to find out if they are eligible for a decreased rate, McCauley said.

Q How Will I Receive My Medical Care

A. In Delaware, Medicaid benefits are provided mainly through a managed care organization, or MCO, under contract with the state. Managed care is an organized way to ensure that people receive the quality medical care they need in the most cost-effective manner. Some Medicaid recipients in Delaware those who also receive Medicare and those in Long Term Care Medicaid programs such as the Nursing Facility program do not receive their medical care through a managed care organization.

DMMA provides a choice of managed care organizations so you can select the MCO plan that is best for you and your family. Delaware contracts with two managed care plans AmeriHealth Caritas and Highmark Health Options.

The Medicaid MCO provides almost all of the care for Medicaid members who join their plan. Prescription and non-emergency medical transportation services are covered directly by Medicaid, not through the MCO. Medicaid recipients need to show their Medicaid card to pharmacies and transportation providers when receiving these services.

HealthTN Affordable Care Act/Obamacare, Kids and Family

Im uninsured and unemployed but my spouse works. Can I still enroll in Obamacare to get health insurance?

Your household income is used to determine whether you qualify for Medicaid, CHIP, or lower costs on Marketplace coverage. So youll need to count your spouses income when you fill out your application.

Information about any job-based coverage that is available to you and your family also affects whether you qualify for lower costs on Marketplace coverage.

If youre eligible for coverage under a family members plan but dont enroll in it, you may not be able to get lower costs on Marketplace coverage based on your income. This will depend on whether the job-based insurance is considered affordable and meets certain minimum standards.

You can learn whether the plan is considered affordable and meets minimum standards by filling out an Employer Coverage Tool. You can use information from this completed form to fill out your application.

Having access to job-based coverage doesnt impact your eligibility for Medicaid.

If your family members job-based coverage isnt offered to spouses or dependents, you can qualify for lower costs. Only the person with the job- based coverage wont qualify for lower costs on Marketplace insurance.

Still, you might have other health insurance options if youre unemployed or retire early. To bridge the period between ages 60 and 65, you may want to explore options such as:

  • You may want to check to see if your former employer offers group insurance coverage to retirees. If it does, ask if you qualify for coverage until you are eligible for Medicare.

Any Silver plan you choose will have a maximum out-of-pocket of no more than $2,850 in 2021, and its common to see these plans with deductibles that range from $0 to $500. Copays for office visits and many prescriptions also tend to be fairly low.

Consolidated Omnibus Budget Reconciliation Act

Yeah, thats a mouthful. No wonder we just call it COBRA. To put it simply, COBRA gives you the chance to extend your employer-based coverage for a limited period of time after youve stopped working for them. Big sigh of relief, right? Here are some of the upsides and downsides:

Advantages of COBRA

The good thing about COBRA is that it makes it mandatory under federal law for an employer to allow employees to pay to stay on their health care 18 months after theyve left their job. This can also stretch to 36 months if you qualify.

Disadvantages of COBRA

The not-so-great thing about COBRA is that it does mean youll pay the full cost of the health insurance premium yourself. Youll pay more than what you saw coming out of your paycheck when you were employed because your employer was subsidizing a percentage of that health care premium.

Now, if this is going to break the bank, dont worry! You can buy individual ACA health insurance instead . But its always a good idea to speak to your employer before or as soon as you leave your job to get the lowdown on what your new COBRA premium might be. That way you have all your bases covered.

What Happens if You Change Your Mind About COBRA?

Everyones allowed to change their mind. Right? A couple of months of COBRA coverage might leave you thinking that its just too expensive. Or maybe you got another job sooner than you thought you would and dont need it anymore. What now?
